Just looked at issue #1 again. Director Hill basicly says to Cap "The vote is still 2 weeks away and it might pass."
Cap replies "I don't beleive in it. Its wrong. I'm not going to turn on my friends"
At which point she pulls weapons. Cap tells her this is insane and it doesnt need to happen. Then the fit hits the shan.
At which point they argue a bit more, Cap starts yelling at her. Go yell at the head of the CIA, tell him you intend to break a law and see how long it takes for them point a guy at you. Again its Steve that instagates the violence.

This series hurt my heart. I don't mind the Marvel Universe going in this direction, I think Super Hero Registration makes sense in the Marvel Universe after they tried to do it to the mutants, it makes sense that they would go after all super powered people. I just hate how Marvel did the "war" part. Tony being that aggressive, and not understanding at all. Even when the draft was around, you were able to leave the country if you wanted, Tony never gave them the option, he just said, register or go to jail. No due process at all, and its just hypocritical to enforce the law, but break the law while doing so. Also, the people they arrested were not in the process of breaking the law. Tony hunted them down in their homes, they could have chosen to not be heroes anymore, but they never got the choice, they were hunted, not arrested, and I think that is what Cap was opposing more than anything. But, there was so much potential for such a better story there. I really am disappointed with Millar's writing. I know this story is a long way from over and it may lead to a lot of great stories in a lot of great titles, but man, it hurts to see that they blew such a great idea with such bad execution(including it lasting so long with so many delays).

Not, it was called draft dodging and it was illegal, unless you under 18 (I believe).

Like I said in my first post (or others about CW) - I don't see Cap sheading a few tears about the damge that the war has done as out of character at all. Cap has not been some victim that was only trying to do good, and saying nothing has changed at the end of this story....try reading it, if nothing else they drasticlly changed their flag-ship character. While I would prefered they grew some balls and killed Steve instead, this doesn't ruin the story.

The difference is this - the suspect is a suspect because he is suspected of breaking a law. Tony coming to their house isn't analogous because they haven't done anything.
In what world is training your weapon on someone for saying they oppose a hypothetical law not an act of aggression?
If I say I'm agaisnt a proposed law that makes something like abortion* illegal and I'm a doctor who performs abortions. Someone pulling a gun on me is an approriate response. I'm pretty sure it's an illegal one too... anything I do after someone pulls a gun on me for saying I oppose a hypotetical law I think is firmly placed in the "Self Defense" category legally, and it doesn't matter if said person is a government agent.
*Note abortion was used not because of any political means but only because it's the only issue i can think of that invokes strong enough emoitions.

As was said before, trying to take someone in for opposing a law that hasn't even passed yet is unethical and illegal. He didn't break a law, as it hadn't even been up for a vote yet. And saying that you're gonna oppose a law that might or might not get passed in the next couple weeks isn't illegal. SHIELD is more comparable to a U.N. task force than the CIA, a fact Marvel's seemed to forget lately. They have laws they have to follow, jurisdiction and such.
BTW, can someone tell me when SHIELD went from being independent of countries and governments to being under the control of the U.S. government and responsible for enforcing U.S. law? I clearly remember even as recently as the first New Avengers arc that SHIELD answered to no one country, and the only organization with control over them was the U.N.
That's been bugging me for some time now...

That's a good point i completly missed. Which is weird since i've been complaing about it since Issue 1.
The president shouldn't be able to make Tony suddenly the head of shield since it's funded by the UN and all... eh, just mark it up to Millar not knowing the differnece between 616 and Ultimate Shield.

Yes, they were told that. Now, Captain America was arrested because of the potential thread he represents to the operation. To Captain America the registration act was nothing more that what the nazis did to the Jews in WW2. I mean he is a man living out of his time. Also he saw it as infringing on the liberties of people. Alot of you think that Cap coped out at the end because all you see is that he quit but he quit because he saw that they were not helping people but terrorizing them. He saw the destruction that was left behind in the wake of thier battle. So Cap went from being a symbol of America to being a symbol of terrorism. That is why he went to jail not as Captain America but as Steve Rogers but the damage was done already. He also stopped the destruction that would have continued if he would not of stopped because every single hero would not stop fighting until he did. This was best illustrated in Amazing Spider-Man where Peter says that he won't stop until Captain America stops but Captain America will never stop so he won't either.
