The damage from an attack or game effect that deals penetrating
damage may not be reduced by any power or ability that reduces
damage dealt (such as Toughness or Invulnerability), yet may still
be reduced by other game effects such as feats or battlefield
conditions.
Do you have a link to where it says that PB/EW would be reduced then the reduction ignored?
Yes I do. It's an old thread though - as evidenced by hair10 still being RA. While looking for it, I did find some posts by nbperp on the topic (Here for instance), and his position seems to be the opposite: PB and EW do not activate Armor Wars. However, I was unable to find an official answer from GD, just the opinion of the RAs.
I think that I saw somewhere a very detailed list of how and what effects happen and in what order. I think that the order would dictate how much damage is taken. For example, I declare Poison (take one damage) and opponent declares toughness (or any other damage reducer) STOP What happens next? Does the Armor Wars BFC activate and resolve first or does the Armor Piercing feat activate and resolve first because the answer to that question would change how everything else resolves. Heroclix is a very linear game so it may be hard for some to see this so called "timing" issue but in other games such as M:TG were an opponent can counter a spell and thereby robbing someone of an effect that triggers off that spell (since it was countered it never happened), timing is very important.
For the record, this is no longer correct. It used to be true, but after the Danger Room rules (in which PB and EW were rewritten to deal penetrating damage) the ruling changed. Now PB and EW try to reduce damage as well, which is enough to activate Armor Wars.
...They really should errata Armor Wars to read something like this:

Well, in all fairness, just about every defensive power, most feats, and... well, pretty much everything in the game should end with "Except if you are using Pulse Wave" :P LOL!!!
-Heroclix is not a game of logic, it's a game of strategy .... after all, when's the last time that you saw a giant (using a stealth ability) that was hiding behind a swingset... and nobody could SEE him????

Yep, that is exactly what the situation is. Logic and rational thought is not always a priority for rules at Wiz Kids. LoL Just like when the Exhaustion BFC first came out, many Judge's ruled that the Silver Surfer would take pushing damage because of the card. I argued till I was blue in the face and explained (very nicely ) that characters with the power cosmic team ability "do not take pushing damage" and therefore you can't increase something that doesn't occur. But, nooooooo the judges said sure it does.

Don't know if anyone has said this. Most defensive/damage reducing powers are optional. If Armor Wars and Armor Piercing are in play and your opponent declares poison, exploit weakness or psychic blast, don't you have the option of turning the power off, kind of like batman dropping stealth so a prob control piece can see him. If so, since no damage reduction took place, then Armor Wars wouldn't activate. Just a thought.

Unfortunately, thats no longer true, check your LOSH PAC card. Unlike previous sets, theyre no longer optional. and i still have my Icons PAC, where at least impervious was, but now is no longer the case...
