I am not sure if Shield needs to be adjacent at the start or at the time the shot is taken to get +1 damage. ...

If it is later let me know. I will need to take another action.
e.g. attack with Shield agent AV 8 dv 13 or move agent away.

It is at the time the shot is taken, but the SHIELD character still uses an action, so remember to mark the SWAT with a token.
