1) He had to recharge if you summoned him too often he would be too weak. Besides so every time their is a mugger they should call in the marines. They should be able to handle soemthings on their own

2)No it was specifically mentioned once that Mati(heart guy cannot control humans but he could nudge them along)

3) Yeah she porbaly could but a) she is a kid so not likely to want to kill B) they were often far from major water sources so she coudlnt call on them, C) Immense water if not carefully controlled can do more harm than good
