I have hard time believing that Captain Cold is more iconic than Deathstroke or Bane, or more interesting.
But to each his own.
Indeed to each his own but you must remember that Cold was a more relatable villain who as a character was well developed in recent (last 10) years and a solid leader who shows despite being a "villain" there are still some existing boundaries, whether they be the implicit "rules" of the game (yknow where you don't kill a FRAGGIN' Speedster) or his own enforcement of policies within his group ("If you want to get a bloody nose get it the old fashion way")...where as:
Deathstroke was the generically badass mercenary who became THE BEST bad a** Mercenary. I mean we can all relate to the guy who can use 90% of the processing ability of his brain.
Bane was an awesome villain right from the get go ....then sort of fell off.....but His recent run in SS has been awesome so far.
I think due to Mysterio's Relatively recent dickery he pulled with Daredevil he at least deserves #20.

Bullseye100 - I agree with you, Doomsday should be in the top 30 if not lower than that even.
Mephisto and Anti Monitor should get just A little more respect than that.

I think Joker's inflated popularity is due to his recent portrayal in DK not anumber one spot taker.....top 3, yes. number one No.

Well I believe it's really A tie between Joker and Dr. Doom both for their respective companies ofcourse. It doesnt matter which way you put it. and at number 3 would be Red Skull. I know what your saying for Doomsday but I still think hes top 30 material. If he was around for A long time and had more of A prolific timeline before killing Superman than he'd be in the top 5. Yeah they created him just for the death but none the less, He did kill supes, which I believe cracks the top 30 atleast.
Because God isn't a villain, except in Garth Ennis' twisted mind.

exactly, the 10% of the brain we use, ie the 10% usuable, the 90% rest is just the fat core.
uhh Yeah that was the explanation that they gavge in the comics.
Actually we only know EXACTLY what ABOUT 25% Of our brain does. we use about 90%

I'm kind of curious, where did you get those numbers? All my studies involving neuroscience (I'm not a specialist mind you) have much fewer in the way of regions we don't know about. That is to say, the prefrontal cortex handles a large number of functions, but many of those are shared with other regions. So no EXACT function, just several non-specialized ones. We use our entire brains as far as I know, and while not all of it activated all the time, it isn't just dead space. Of course, I'm always curious to learn more, so any additional information you could provide would be appreciated.

But I do believe there's a disparagement of understanding: I Understand that functioning wise we use 100% of our brain BUT To say that we always use a 100% of our brain is just lunacy because logically it would be impossible to learn ANYTHING Knew and continue to function.

Oh, I certainly wasn't blaming you, I just get annoyed with lazy origins and powers sometimes. We are totally getting off topic here, but I'm sure everyone else will indulge us this little sidebar.
Learning is a result of plasticity, and has less to do with utilizing unused parts of the brain, and more to do with adding to the brain rather than accessing new parts. Logically, a brain could be operating to its fullest potential, and still have room for learning. I think ultimately the problem lies in what 100% of functioning is described as.
So to try and get this on topic again, a character like Deathstroke would not operate at peak levels by utilizing "100% of his brain", but more like something along the lines of accessing an ability flow. Flow being akin to peak functionality, operating at a high level where excessive concerns are ignored in favour of focus being devoted to actions of the moment. Of course, that's a newer subject that wasn't really around back when he was created, but it'd be a decent retcon.
Science wise, (ignoring that it's impossible..) would it be more plausible for Slade to have a 100% cognitive brain? So, to say that he's consciously responsible for every motor function in his body?
So, he has the brain capacity to tell his heart to 'Beat, Beat, Beat', and has trained and practiced so much, that he has 100% control of his bodily functions. Adrenaline secretion, heart rate, lung productivity, etc?
It seems kinda wonky, but also, I just figured that Slade had 'Heightened Reflexes'
