I find this funny... as the person you should ultimately consult of what counts... is me, who developed the system.
Yes, but to be fair, given that it has to do with *your* rolls, it is somewhat inappropriate for you to decide what is right. Certainly your input should be put forward and considered, but in fairness to other players, even though you developed the system, it is a conflict of interest for you to decide what is and isn't a new stat point when it involves your figures.
It is unlikely you would do anything negative to affect the game, but players could perceive it. Having the commissioners decide gives the appearance of impartiality.

This is the exact same instance as outwitting someone with a single move and attack power. They are stuck in place, unable to attack, anyone, instead of being able to go nearly anywhere on the map and have their choice of figure. I have defended my entire team from taking damage.
I understand that . Just like TKing out of range makes sense, just like MCing out of range makes sense, just like Incap for a push makes sense, just like a flying character carrying another character away makes sense. Your reasoning makes sense. My reasoning is thus:
Setting up a Barrier around a figure, in a way that prevents them from making an attack (against a flier on an indoor map, against a non flier). According to the rules, unless that was the only feasible attack available to the opposing team, this action doesn't grant a DFD.
Incapacitate, hitting a character, and adding a token, awards an SA, not a DFD, though it causes the opposing character to be unable to attack. No DFD is awarded.
This is the precedence. You're asking for option 1 above, using Barrier to prevent a single opposing figure from making an attack. That does not grant DFDs. I've gone from 'ok, sure, see what the League thinks', to 'No, it doesn't grant a DFD.'. If Dawnstar was the only available figure Clone had to attack with, then yeah, that's a DFD.
The Incapacitate aspect of 'Copsicles' is superfluous. The power being used is Barrier. Barrier, used in the manner that you are using it, does not grant DFDs.
Again, I get the logic behind it. I'm moderating to the best of my ability, using the rules that you developed for us. This is my interpretation of your rules. The rules for DFDs and Barrier are the way they are, as made by you. I see absolutely no reason that it should change, because it's a Barrier that's -more- effective than other Barriers.
