How did he get to O-19? He has 7 speed, and Giants don't ignore elevated terrain for movement purposes....
He was at O-12; O-19 is 7 spaces away.
Also, Giants ignore elevated terrain for movement. See page 17 of the FF Rulebook: "GIANT STRIDE This character ignores the effects of characters
and hindering, elevated, and outdoor blocking terrain on movement."
