What prevents the outsider TA from stopping the range in pulse wave to be modified or the damage when you draw line of fire to more than one character?
OUTSIDERS Once at the beginning of your turn as a free action, an Outsiders team member on your force may choose a target friendly or opposing character. The team member must be within 10 squares of the target and have a clear line of fire to the target. Until the beginning of your next turn, the target’s combat values can’t be modified by powers or team abilities. This team ability can’t be used by wild
cards.
PULSE WAVE Give this character a ranged combat action; halve its range value until the action has been resolved. All powers, traits, and team abilities possessed or used by characters within range of this attack as well as feats assigned to them are ignored until the action has been resolved, though wild cards using this power can use the team ability of a friendly character within range of this attack. At least one opposing character must be within range of this attack to activate this power. Draw lines of fire to every character (friendly and opposing) within range in every direction; these lines of fire ignore characters, but are affected normally by terrain. If clear lines of fire can be drawn to two or more characters, this character’s damage value becomes 1 until the action is resolved. Make a single attack roll and compare the result to the defense value of each character in range; each character hit is dealt damage. Attacks made with this power do not target characters.

I guess the question is, is "halving" your range value a modification or a replacement value?
If it is a modification, I guess it would be legal, unless your PWers range covers your Outsider. If that is the case then your PWer would ignore the very TA that grants him full range PW.

Outsiders prevents modifiers. The damage going to 1 is a replacement (as is the halving of the range).
It makes sense that the halving of the range is a replacement, because if it were a modifier it would be subject to the rule of three. Which in Ultron's case would still leave him with a range of 9.
So that means that Outsiders does not prevent Defenders or Bat Enemies TA from working, right?

Modifiers =/= replacement values.
Also, the Outsiders TA is only concerned with modifiers from powers and/or team abilties. As such if the modifier comes from something else (say, a feat, BFC, trait, terrain, etc), the Outsiders TA will not prevent that from working either.
lets not forget with PW that if you can only draw one line of fire to someone withing range its still possible to hit multiple targets with that unmodified damage value. i/e if the one character you have line of fire to is in open terrain and the remaining characters that were in range were behind say blocking terrain so you can't see them. they according to the wording would still get hit by pulse wave but it would be unmodified damage value because you couldn't draw any lines of fire except to the one piece.

This is incorrect. PW does not ignore terrain.

Blocking terrain is 100% proof protection against Pulse Wave.
the lines of fire are affected normally by terrain however you compare the result to all characters whithin range not just the characters you could draw lines of fire to. meaning that the person though still in range which will get hit by the PW would not be considered as a character for line of fire purposes. if you notice the wording Make a single attack roll and compare the result to the defense value of each character in range. it does not say each character you drew a line of fire too. its every character in range and therefore its a cheap way to hit for big damage several characters.
you could conceivably throw up barier tokens around the characters you want to hit and still hit them.

The way that lines of fire are affect by blocking terrain is to block them.
i agree with you they block the line of fire but it doesnt say compare the die result against characters in the line of fire it says all characters in range. but i am probably going to post that question to an RA too.

I'm not the RA, but I can assure you that you only hit the figures to which you can draw LoF.
i do understand why that would be its just not how its worded. and i didnt see an errata for it. that is why i'm questioning it. if it said all those characters in range that you can draw a clear line of fire too on the 2nd part of the power i wouldn't have an arguement
pulse wave also says you are not targeting any characters.
besides if we were say trying to make it resemble some sort of comic accuracy then it would go through a wall to hit people ont he other side becuase it would be like a shockwave.
