Cap is great. I pulled him in a sealed match last night and I pretty much walked through the tournament. I have to say that Cap's Running Shot and Deflection Trajectory gave me a huge advantage.
I don't know about broken because I think it's very comic accurate for him and I really like it. I think everyone is just in shock because not only is it a stealth buster but you can't even hide around corners from it.
A little bent but not quite broken is what I'd say.

if its made to where its only work as a attack. then like i said ok. but its says lines of fire are not blocked.... you can read the rest for your selfs. which open as i said before. the ability for you to outwit a figure 4 sqaures off the rim. while someone on opposing elevated terrain to shoot you. broken IMO unless its changed to attack only. even dr strange could not be used this way. you could use the terrain as cover against him. then RS or charge him. hoping to knock him off his perplex SP & over his outwit. then strange isn't so dangerous. the new cap. could just outwit your RS & outwit. with help but can be easily done.
No comic book knowledge? How is this Cap no completely comic book accurate? He throws his shield in crazy ways like this all the time. I would say this is one of the most accurate dials we've gotten for any character.
I played him this past weekend and had a blast. I won only one of my games with him. He's a well-balanced figure. Extremely useful but not overpowering.
In defense of VGA i have to say that even in the craziest comics I never saw Cap throwing the shield ABOVE a building to hit someone :D (from the street level of course)
I would have given him something like this but to avoid hindering and other figs, but elevated or outdoor blocking? I think itīs a little too much...

What I do think its somewhat broken its the AVs Ive seen in this set... man everybody attacks with 11 or more! lol
(and lets not talk about the warriors three)

Exactly.
Outwit on Cap (via ICWO or T-bolted to Superman Enemy) sounds awesome in theory (and, heck, I'll probably do it at least once just to say I did), but there are all kinds of drawbacks to it as well.
Oh, and it could theoretically be done for as little as an extra 14 points: use the old Jarvis bystander and then T-bolts for Cap and Jarvis to Superman Enemy... but then it is even easier to defeat since all your opponent has to do is KO Jarvis.
First of all, why does everyone immediately go for, "I've never seen him throw his shield over a building?" Could he be throwing it around the building? Through the windows of the building? Sheesh...
As to VGAs issues with Kelly; they are hardly grounded in reality. I was a playtester for Mechwarrior under her watch and she's far from a "power gamer". And while her BattleTech knowledge may be far more vast than her comics knowledge, I can assure you, she knows comics. She also knew HC, as I've played a game or two with her. As to her designs, she was never one to insist that her initial vision was the best. She was open to any and all suggestions and made several tweaks to unit designs as well as rules based on the input of her playtesters, both in-house and out. She's also one of the nicest and coolest people you could ever meet.

Broken would be a figure who guarantees a win.
This Cap, even with the ability to Outwit, doesn't even come close to that.
I'd even go so far as to say that any figure whose effectiveness can be nullified simply by map choice is not broken.
I didn't think this would become such a heated issue but it seems we are in argument city. First let me say that I have nothing against Kelly and I rather enjoyed all the figures in HoT. Let us address three concerns: First, accuracy...can anyone post his card before we get into how accurate he is. Which cap is it? Cap has gone through a lot in the last few years since Civil War so I think its safe to say that we should see what the purpose of making a long range Cap was. Second, broken is as broken does. This Cap is only as broken as the individual using playing him. Cap is mighty in sealed as a pull but he is not an automatic win scenario. I remember people running Despero, firelord and KC superman only to hear the constant cry of (broken and cheap.) I think that this cap is a little bit more tactical than previously considered "broken" clix. If you have the right map and right terrain and right team then YES cap can be broken. The real question is why would you tolerate any such cheapness in your venue or casual play. Third (and last), this shield throwing argument is asinine...we might as well argue about the physics of comic books. YES, cap does some crazy things with his shield and YES, cap has been able to null obstacles altogether. So lets drop the "this X ability is stupid because..." discussion and focus on making the game better by way of errata or not. Why don't we vote on whether or not Cap's power should be modified via errata and let the majority decide our argument.
