So it turns out that he was intended to be white, and IS white, but in the first episode of Justice League Unlimited, they ACCIDENTALLY gave his skin the wrong color, and the director decided to be consistent and keep it that way. He is, and always was, white.

Yep. I don't understand how, but a lot of people thought he was black even though he was clearly white in the first two seasons. He was only darker in the 3rd/last season.
