okay so if i have Skrull-Jacket and say my opponent's black flash is within six squares and i outwit quintessance, and my opponent also has Wizard Shazam 12 squares away, does wizard shazam also lose Q- team ability?

Yes, Shazam! indeed does lose his Q ability.

I want to bring up Doom from Secret Invasion. Where his outwit power states that he can counter all powers or all abilities on the dial. does that mean that it can be countered or that PC/Q can not be countered even if they were targeted.
