Cool...but I dont think I am super picky. I literally would have accepted any other "rare." Its odd when Penguin becomes a rare figure ..which isnt really rare. I got alot of figures I will not use. Seeing how I have pratically no figures in this set, I would have gladly accepted one of the other 30-40 figures I actually am looking for. Spending 12$ on a pack for a bunch of useless figures to me is a bit of a let down. I wouldnt call that picky,sir.
Look at it this way:
Common=Rookie
Uncommon=Experienced
Rare=Veteran
Super Rare=Unique
That's basically how the new rarity system stacks up to the old one, except that commons and uncommons tend to be way more usable than rookies and experienceds.
If you're set on seeing the pack as a waste I guess go ahead and do so, but I assure you that if you actually play the Gotham Detective or the Question you won't find them to be "useless".

Every one of those pieces is pretty solid for game play. GCD and Question are absolutely amazing for game play purposes.
Now, if you buy and play pieces for who they are in the comics, then that makes your disappointment more understandable. If that's the case, then blind boosters are even more of a gamble for you.
were the boosters sealed? Thats the main part I am worried about. I dont want to pay 70-100$ for tampered goods, ya know?

I've bought a case in-store and off of miniature market, and the packaging was the same. The case came in the cardboard box, that was labeled from the factory detailing set and case number and etc. It was sealed with the Wizkids labeled tape, and each brick inside the case was sealed separately, in its own wrapping inside the box and contained the brick figure voucher. Each separate booster was sealed exactly like the boosters you buy in the store.
In the single boosters I've bought from them, I'm sure everything's fine, as well. My pulls with those have been quite ridiculous actually. In buying 10 boosters from them of various sets (3 Avengers, 3 Justice League, and 4 Mutations and Monsters), I pulled AV Ares, Winter Soldier, Time Trapper, Apocalypse, and Silver Savage, so it was a pretty good haul of some guys who aren't necessarily cheap on the secondary market. Each booster was sealed normally in comparison to other boosters I've purchased in-store, and they were placed snugly into a cardboard box with the order information.
I made the mistake of making a duplicate profile on their site, which was an error that was solely my fault, and their customer service was quick to respond and merged my accounts.
I hope this helps! All-in-all, I've had a really good experience with them.
I hate buying boosters, the good figs are too hard to get in them, it's basically gambleing. And the chase figs are just stupid, you got to buy like $500 worth of boosters to get one or get stupidly lucky.
I bought a cur set plus BitbB fig for 50 of arkham.
Buying full set and then the srs that you really want seems best way to go. Obviously for seald tourneys you just got to suck it up.
I don't want to play a game of chess where dumb luck or money decides whether or not I get to use a rook... Collectibility is a necessary evil of Heroclix, not a boon.
Yeah I can vouch again for miniature market. I bought a case of BatB off of there, as I mentioned, and pulled I want to say 9 or 10 SR's. No chase, but that is the gamble you take. It was in factory sealing with all the Wizkids/NECA wrapping and the cardboard holder for each brick with brick redemption flyer. Though I couldn't use the BibtB offer since I bought the case online. This time I get my case offline so I can get the offer. -_-

I would call it misinformed. Penguin is indeed rare, your interest in him, or lack thereof, notwithstanding.
In addition, the question is one of the single best figures in Modern Age play. GCD is also up there as one of the top support pieces.
To address your other concern, tampered boosters are essentially mythical. People claim to have gotten them far more often than they actually occur.

The Penguin didn't "become a rare figure". He was a rare in terms of the distribution. He's as rare as any other rare level figure in the set. You are making it sound like you got screwed when really you just don't understand the rarity levels and booster configurations. Getting a rare, uncommon and 3 commons is something that happens all the time with regards to boosters. It's not a unique occurrence by any stretch of the imagination. If you don't like the figures you pulled because you're not a fan of the character or don't think they're playable then that's fine but you really don't have room to complain. You purchased a blind booster with distinct rarity levels and you received figures that correspond to one of the various configurations of those rarities. On top of that, you say they're "useless" but you actually picked up 2 (3 if you count the Manbat) of the more useful figures in the set. So honestly if that's the "worst pull you've ever had"... then consider yourself lucky. I bought a case of Secret Invasion that only had 4 Super-Rares (and two of them were Mephisto). I also ended up missing around 5 rares and several uncommons because my case had several duplicate boosters. That's a MUCH worse pull and it cost a lot more than $12.99.
If anything Danny Devito makes the Penguin a little nicer of a pull. I don't see why anyone would dislike him. He's been in some great TV series and movies. I want a better argument that figure was a bad pull. Best start analyzing the dial or something.
