re: Timers. I hate to say it, but I believe that Normalview is flat-out wrong on that one. The only timekeeping that matters is what the Judge says. Having a timer on the table allows, too easily IMO, for folk to wait out the clock, stall, etc...
I never said it would be an official time. But I know plenty of people that want to know approximately how much time has gone by: still 5-ish minutes? Well, I'll play a little conservatively... no need to rush; maybe only a minute or two left? Well, I'll start pushing to get that last KO.
They can have the stop watch on their person. My wris####ch, for example, has a multiple stop watch functions.

Actually, it was meant to be that nbperp is running the hall so it looks like there won't be a ban on cellphones being out. Personally, I think it's a silly policy to avoid cheating. If someone is cheating like that in all likelihood they will get caught. And there are good reasons to have a cellphone out at a big convention. This avoids any enforcement issues.

I don't have a problem with a cell phone being used during the tournament (i.e., a phone call comes in). But I'm not in favor of them being left on the tables. The only things that should be on the tables are what you need to play - figs, tokens, cards, etc.
The rules do not specify, so I wouldn't eliminate a B&W printout out of hand. However, I will ask anyone with a B&W printout that matters (Bystaders, Objects, etc.) to bring it to a judges attention so that they can "certify" on the army sheet (or on the PNP element itself, if the player is willing) what colors are missing.
What about page 21 of the Modern Age player's guide?

Bolded for my emphasis. Obviously it's your tournament to run, but I'm pointing it out because you said the rules don't say and I was under the impression that the Player's Guide was a part of the rules.
