Has this EVER happened in the history of I want to buy threads?
I've never seen one of these threads that wasn't low balling so hard it made your eyes bleed.
No, but it's IMO that a rule that is a complete joke isn't really a rule.
Seriously, do you know why it's a rule? I only ask because you are a mod, I doubt you created the rule specifically.
That rule seemed to pop up out of nowhere. I don't even think I've ever followed it, not to try to be some badass rules breaker, it just never dawns on me why I'd need to list what I'm willing to spend. Especially when, like you say, if I am forced to I'm going to just lowball as far as possible. I think the rule does a few things well. It looks like a complete joke of a rule, and it actually hurts the selling/trading/buying community here. If I am putting up prices that are a complete joke, it might actually put people off from offering me figs.
Is that partly my fault, I guess, but what is the point of the rule is what I guess I go back to.

This is not an official mod statement, but I imagine that the rule exists because of situations where one user posts a Buy thread with ten figures, another user responds by offering a bunch of them at a price of $X, and the prospective buyer says "Holy carp, that's way more than I can afford... I can spend about $25."
It's a waste of the prospective seller's time. At least if the prospective buyer gives a total spend limit, you have an idea about how serious they are and whether you should bother putting together an offer.
I can only remember creating two Buy threads myself. The first time, I didn't know about the price rule, I just created a thread saying WTB Winter Soldier, somebody offered me one for ten bucks, done. Much more recently, I posted a thread with a small number of wants (a Lantern and some old nons) and a spend limit of $20, somebody offered me $14 plus shipping for the Lantern plus three nons, and again we're done. If you're reasonable I think you'll get what you're looking for.
I do think that the Buy threads that are looking for bargains on chase figures or old Legacy uniques are a waste of time. You just end up with a thread that's been read 50 times with 0 replies. People who don't have unreaslistic expectations get replies and offers.
Yea I can see both sides. I think it would almost be a "rule" that is such as the "Seller leaves feedback when money is received" rule. It's not really a rule either way, but can be done either way. I don't believe a buy thread should require prices, it just doesn't seem like a needed rule to me.
The only point I see in it is that when you post a buy thread and don't include prices, it gives trolls something to do. That's it. So I guess it helps them out.

that can be fixed by having buyers post a total dollar amount they plan on spending if they are looking for more then 3-5 figures. Even with the rule the way it is now that situation can come up. I list 100 figures and how much I am willing to spend on each, you go and find 87 of the figures and make an offer and I can reply that I can only afford 3 of them. Add a price doesn't change anything. Its also just as easy for a potential seller to PM the buyer and say "I have a lot of the figures you are looking for, how much are you looking to spend and what figures are your priority?" If your dumb enough to see a want to buy list and go through all your figures and price them before even talking to the buyer then I think that should be on you, not the potential buyer.

That's not a 'fix' though, because then you still have people saying "Oh I don't vaue W and Z highly, so I won't take them with U V X Y for that price.
Heck, you anti-set prices folks have completely convinced me that the set prices rule should stay. Every wasted offer I've ever made just came rushing to the front of my brain, including a 'I don't go by money value, I go by how playable the pieces are' guy a few weeks back

The one that does somewhat irk me is the itrader. As of late, as a buyer, I'm not getting an itrader rating until the seller has shipped the item, I've received it, and given feedback first. Pretty sure feedback should be given when your counterpart performs their part of the transaction.
I agree that fulfilling your end of the bargain is paying and them leaving feedback for the received payment. However, if the item ships broken, or isn't in the promised condition, or (the list could go on and on) then I can see withholding feedback until both sides of the transaction are resolved.
If I shipped a figure, and it broke in transit, I would offer a refund or replacement.
If the person is so miffed that the figure is broken, that they INSIST on leaving negative feedback and sending the whole deal south, then giving up the only card in your hand (feedback) early leaves the sender the unwitting victim to the buyer.
I'm all for mutual feedback exchange after BOTH sides of the transactions are smoothly completed.
