The thing is, he's going to be very hard to kill. So in 300 points, you kill his Cave Carson off, you get 24 points. He kills off one of your 40~60 point figures, and you can't kill him off = he wins.
People rag about his:
THAT DIDN'T KILL OSTERMAN...: Dr. Manhattan can use Impervious, but on a roll of 3-4, instead of the normal effect, you may choose to reduce the damage dealt to 0 and place Dr. Manhattan in your starting area.
In a 300 point game, they may never kill him off because of it. Hit, roll, back to starting area, now they have to chase him down. In the mean time, he's picking them off from 10 Range..............

The thing is, Manhattan probably won't kill an entire team a lot of times. But it's going to be a royal pain in the ### to kill him. So all he has to do is take maybe one or two figures, and then he's technically won the match. And hell, if you play too agressively against him, knowing he's tough to take down.... he's not going to be afraid to push if he sees that your options for whittling him down are, well, whittling down.
In smaller tournaments, where there can only be one person with a 4-0 or even 3-0 record so it doesn't come down to points, a Manhattan team has a really good shot at being that only person with a lossless record, winning the tournament... even if someone with a lower W-L record is ahead in points. This is why I think he is really going to shine in 300 points.
