This seems a bit strange to me. Just because Rulk's SP allows it to target every character withiin 3 wouldn't seem to mean that it can now target friendlies, to me.
IN CONTACT WITH BRUCE WAYNE: Batman can use Outwit, but he can counter only standard and named powers. Batman can use Perplex, but he can target only himself.

Choose a character.
Outwit does not need to show in the character's stat slot in order for the character to use this feat.
When the character uses Perplex, the character can affect every target friendly character that shares a team symbol or keyword with it. The character must have a clear line of fire to each target.
MAJOR EARTHQUAKE: Give Red Hulk a power action and make a close combat attack targeting each character within 3 squares. Each character hit is dealt damage equal to 4 minus the number of squares it is from red hulk. Characters who can use flight ability automatically evade this attack.
For instance putting Brilliant Tactician on AA016 Batman doesn't allow him to suddenly target figures with Perplex that he couldn't normally target. Why is Rulk any different? His Sp allows him to make a cc attack against figures up to 3 squares away. Does this change the fact that the rulebook doesn't allow cc attacks to target friendly figures? I don't see that specifically mentioned, so I would say that it doesn't change that rule. Ergo Rulk will only target opposing figures that are up to squares away.

I have taken it up to the RA and other deps. Norm will be getting a confirmation from GD about the intention. (IE, is it supposed to affect friendly figs or not.)
Most likely, whichever answer is given, the PG will have a clarification.
Set up your team so you line up the Con Artists in a line on the front row, then TK Rulk within 3 squares of the Hooker line and do a Major Quake and get them all on Perplex on turn 1.
edit: ok, maybe not turn one since I just realized Rulk doesn't start with the power. I suppose you could always use the Telephone Booth though.

normalview expressed the same opinion in a different thread. (You also expressed yourself more confidently in that thread.) And the rules posse posts on the forums are rulings per the HeroClixComprehensive Tournament Rules. Which is why it felt more like a ruling.
But look forward to seeing the resolution on this.

Right. I understand where the temporary ruling is coming from. However I still believe that its a bit off. To me, it seems that the phrase 'target he can normally target with an attack' is implied as in:

I know that character cards trumps the rulebook, but thats only in instances where the text directly contradict eachother. I see no contradiction here. Rulk makes a cc attack. In a cc attack he can only target opposing figures. Nothing in the SP specificaly says that friendly characters are targetted by the cc attack, so the rule from the rulebook stays in place. I already gave an example of a game element that allows a character to target more than normal not changing who he can target (AA Batman can't use Perplex to target anyone other than himself even with Brilliant Tact.) despite the feat saying that he can target other characters.
I'm fine with this going either way, I'd just like that, if it were ruled to target friendlies, to have an explanation that is something other than "because that how it works". More precisely, I'd like to see what makes this example different from my Brilliant Tactician example.
Set the characters up right, activate the power, and skip activation clicks (assuming you hit without a critical hit.) It use to be a tactic with Pulse Wave. Now it may be a tactic with this.
