That bolded part is why. Both CoPC and The Flash meet all those criteria.
Because the only thing that the carry ability looks for is combat symbols, not that it is a single or multi-base dual.

I know it has been addressed in a couple of threads, but I could not find a definitive answer to the question. If The CPOC is the only figure on my team left on the board, and still has all of his Arkham Asylum tokens, what happens when he is damaged so that the AA symbols show up on his dial? Is he considered KOd, ending the game, or does the "He's Escaped Again" trait allow him to continue the game?
Does it matter if I pushed him to the AA click? Seems strange that it would leave my opponent with nothing to do during his turn with CPOC off the map.

If an action resolves and there is only one player left with figures on the map, the game ends.
As the CPoC is not defeated, however, the winner is determined by victory points.
