So to carry two 40 point FRGrunts, does a figure need to be at least 41pts (Like say a 42pt PGGrunt) or 81points?
The Grunt (Plasma Grenade) can carry the Grunt (Fuel Rod Gun).
The Grunts that get Fuel Rod Guns get them because they don't (usually) run away quite as much as their more cowardly brethren. The more veteran a Grunt is, the better their weaponry, this isn't exact, but it's a good description: Plasma Pistol
As for being source accurate, they mostly are except that both the Fuel Rod Gun and Plasma Grenades do quite a bit more damage than that. A Grunt or a Jackal should never be able to withstand either. A Spartan or an Elite and some Brutes only sometimes make it through a direct hit from either of them, and those are the most armored characters in the games.
Anyone else notice that they are backwards on their dials? they are facing the rear...

The sculpts were backwards on the old Halo ActionClix. Don't know why they've chosen to preserve it for HeroClix, but I suspect it might have something to do with being able to resuse old sculpts if they want to.
A very common grouping of forces you see in Halo is an Elite accompanied by two Grunts.
The team ability would emulate the Elite getting the Grunts into position, then hanging back while the Grunts move forward to attack.
I can think of a number of times that something exactly like this happened. The Elite moves forward with 2 Grunts in front, the Elite fires a few shots, then makes a loud noise and then the Grunts start firing or chunking plasmas.
The same was true with Brutes, except their Grunts were much more likely to just suicide. Apparently it's no fun to be under a Brute command.
