the way my judge explaned it to me was as if there individual attacks,
ABC
if A and C were hit and B had toughness then B would take 1 damage twice, both reduced by toughness, but with armor pircing he would take 1 penitriating damage twice
That is incorrect.
There is one attack roll, one single attack is made. All damage dealt via this attack is applied at the same time.
When checking if the splash damage hits characters adjacent to the target of EE, do we still apply hindering terrain modifiers? I know ES/D is still applied and I know the modifier didn't apply because line of fire isn't necessary to hit the adjacent character but I'm not sure if that ruling has been updated or not.

There is still no LoF drawn to the splashed figs, so there is still no modifier.
It is still a ranged attack, though, so ESD and Super Senses still apply.
So in the case of Storm from the Giant Sized X-men, she could hit two different targets, but depending on if the splash damage overlaps then the character could he hit twice. I guess the possible maximum damage from energy explosion can be as there are as many bolts. I think I worded that correctly.

Actually since C is next to both A and B then splash damage would hit C twice... so that would be two to each. and then 1 to D since he's on the outskirts.... You guys answered mine before I asked. Cuz I thought that splash damage also affect the target (initial and then splash equals 2 to initial target and one to surrounding) and I thought it would look like this...

I left open space because for majority of LOF purposes. BUT I think that is incorrect and therefore leaves all of those numbers as one (1).
If ABC was hit by Y that has two targets, rolled high enough to hit both targets (A & C) and B takes the splash damage of being hit twice. I knoe the Damage Reducers all kick in but what else? SS & ESD to name a couple off the top of my head.
It IS a ranged attack, so ESD kicks in (ESD is not dependent on being targeted). It IS an attack, so Super Senses works normally (it also doesn't depend on being targeted). Shape Change will not work against splash damage since it does trigger on being targetted, and B is not being targeted. B does NOT have line of fire drawn to him, so he doesn't get any bonus from hindering terrain, even if he's standing in it.
