Both Namor and Metron have pre-requisites to how they can use their powers.
Namor can use his power ony in water.
Metron can use only one power per turn.
How are they different?
The difference is that, when IB copies Metron's powers, he has not used any of those powers that turn. As such, all are available for use.

Sure there is. Turn 1, Metron uses Leadership. Turn 2, Metron uses Perplex. Turn 3, Metron uses Support. Again, POA does not require that all powers be used on a single turn. Just that all can be used.
When IB uses POA, Metron has not used Perplex, Leadership, or Support during that turn. Therefore, Metron can use Perplex; Metron can use Leadership; Metron can use Support. All are standard powers. As such, POA copies all of them.

MOBIUS CHAIR: Metron can use Outwit and Probability Control. Once per turn, Metron can use one of the following powers: Leadership, Perplex, or Support.
The Once per turn is only for Metrons SP. And since In-Betweener can only Use all Standard powers and Abilities, that part of Morbius's chair that states Once Per Turn is his Special Power. Not a Standard.
That is the way I read that. I could be wrong, but I can't see it anyother way really. Definatly keep track of this thread for future replies and possile clarification if needed. Happy Clixin

Has there not been a ruling for Rogue in regards to what she can copy from the Metron's Mobius Chair? Granted, I can't see any situations where it would be more viable for Rogue to copy Support or Leadership in place of one of Metron's other powers, but that would seem to be a precedent for what IB can copy with his power.
This may have been covered elsewhere, but while looking for the precedent I was citing for whether Brainiac 5 could use a theme team PC if he has used the Perplex half of his Perplex OR PC power I noticed that the response nbperp acquired from GD was never posted here.

But anyways, Metron can make the choice once for every turn; this much is clear.

I'll quibble over the assumption that it has a duration of "until the end of the turn," since that would mean Perplexing a defense value with Metron is pretty much useless. However, that is still irrelevant to the question at hand. Metron is not using the power, so a restriction on the number of times it can be used has no bearing.

Forget In-Betweener for a moment. I have Metron on the table and my turn has just started. Can Metron use Leadership? Can Metron use Perplex? Can Metron use Support?
It doesn't matter if he is restricted to using only one of them. At that particular moment, Metron can use all of them. It is not until after he has used one of the powers that he cannot use the others. Polar Opposite Attack allows IB to copy all standard powers that the target can use.

If the first answer is yes, then the other answers will be no.
If the first answer is no, the second or third can be yes, but only if the other is a no.
I read that thread and there really wasn't anything that would be helpful to this issue. Mainly because it was about Brilliant Tactician and the answer from GD was that a character can use BT even if it has a chose between Perplex and Outwit. I believe the reason is more to do with how BT works (not needing the Outwit) than how powers are used.
