It fundamentally IS a mistake, as pointed out about Horde Tokens. How can 1 Horde Token be prime, when they function by stacking multiples?
You are approaching it from a reasonable stand point. I agree its a 'mistake'. However according to the rules I would be correct in calling them Prime characters as they fit the definition.
This is not unlike the adjacent / Stealth / Line of Fire argument, in a way. From a reasonable stand point it seems a mistake that a sharpshooter who could punch an adjacent stealthed opposing figure CANNOT shoot an adjacent stealthed opposing figure. But that is because of the rules.
WizKids needs to clarify it officially. That is the purpose of this thread, is all...
Visible Dials and Pushing Damage need to be optional. This is the way.

While agree with you completely about the state of things, I disagree about the "seems like a mistake" comment. Horde tokens entire purpose is to run multiples. The are called "horde" for Pete's sake. Whereas the whole adjacency/lof issue has been that way since day 1, and nothing changed with the introduction of Sharp Shooters. Horde tokens simply cannot be played until they fix this issue, and I trust that they will before July 1.
