Catgirl? Seriously, dude. Could you find a less worthwhile piece? Well it was between two to offer you and I figured you'd prefer the villain so you get Scarecrow Rookie from Unleashed.

I'll also admit, I'm not sure how you hit these goons, exactly. Do we count them as koed once they go down the dial? Confused.
The Goons recycle. If you KO one, it ends on the first of the "Countdown" clicks (#3). Each turn, he moves another click further down his dial. When he gets back to a real click, he comes back into play in the starting area. The only way to permanently KO them is to KO the figure designated as their Boss (in this case Hugo). Once the Boss is KOd, then if you KO a Goon they're out permanently.
Before I go, there is a faint brown line around the water tower where Voodoo is in O13, that indicates that it's Blocking. (I guess it's too slopey to stand on.) There are several chunks of blocking on this map, the two water towers, the Bat Signal and the burning helicopter are all off limits. So you'll need to reposition her.
"Lucius! What are you doing here?" Batman demanded into his mic. "You're a businessman and researcher, not a combatant."
"Sorry," Fox replied in his Bluetooth. "But I thought you might need some of our latest prototypes in this fight."
"You're a very smart man. I expected better judgement from you," Batman snarled. "You're in danger here. Great danger."
"So, you beat that Latin loser," the Scarecrow told Miles. "I'll bet you're proud of that. But I'll also bet that with all these escapees from Arkham who'll be out for vengeance on their tormentors, that you'll also pretty frightened. Let's see how frightened you can get." Scarecrow hit the guard with a burst of his fear gas.
"No, no! Stay...stay away!" the Guard screamed and threw himself over the edge of the roof rather than confront his terrors.
"Kids in costumes don't belong on the roofs of Gotham at night," Paul said, socking Catgirl.
"You like picking on little girls do you?" Black Lightning asked him, sidling up and hitting KGBeast with a lightning blast that stunned the Russian, leaving him east pickings for Batman to finish off.
"I didn't say I liked it..." Paul said sheepishly.
"Interesting," Hugo Strange jottd something down in his notebook.
"Voodoo, I really wish you hadn't gotten yourself involved in this, but so be it," Grifter said, bringing down his former teammate.
