Yes. As long as the Perplexer is not within the LOF of PW, then the modifier would still apply.
Now let me ask this question to all the rules monkeys.
Let's say you have a PW character with 8 range. There are multiple targets within 4 squares. His range was perplexed down by a character 3 squares away. Once the PW LOF are drawn, the Perplexer is now in range of the PW and the perplex power is now ignored.
Would the Pulsewaver now be able to target the characters 4 squares away, or stick to only targeting characters 3 squares away?

The answer is - You don't go back and draw more LOFs once you've moved on to the ignore step. The characters 4 squares away won't be attacked.
No this is wrong. You draw LOF first before you select him as a target. If a LOF can be drawn to him, then you would ignore his powers/traits.

If you draw the LOF you are targeting. But you are not (yet) targeting with an attack, which is the trigger for his Magnetic Shield. That "of their attack" is why PW will ignore Magnetic Shield but not ignore (for example) Avoid Detection.
