You use his free special and that becomes his new move value for the turn (replacing his previous value; it's gone. Can't go back to it). When you use Running Shot afterwards, you'll halve whatever is his new speed due to his special.

In the example above, yes the free action is given prior to the power action, but the effects of these actions will take place simultaneously. Therefore, the active player may choose to halve his or her speed (per the power action) prior to replacing his or her speed with the printed speed value plus the result of the d6 (per the free action).

Well, that's the thing. KGB's not correct until the figure is errata'd. Going by order of replacement values, this dude can move.
I'd expect an errata making it the way KGB breaks it down, but considering all the BS alpha strike in the set, I wouldn't be surprised if they didn't.
Yeah, this. I'm sure the intent is what I said but intent and actual rules sometimes conflict. I made more of a snap explanation of what it most likely should be than what it is. The game currently has a bit of an odd rule in that stats don't technically have a value until a game effect specifically checks them. So you get some unintended consequences like this.

If you want the benefit of the dimensional portal you would have to use the free action to replace his movement value with his movement value plus the d6 first. Once you give him the action to use running shot you would not be able to then give him a free action before moving to use the portal power.

You can give him the free action before you use Running Shot, and still choose to use the Running Shot replacement value before the Dimensional Portal replacement value.

As I said earlier in the thread, the core rules of the game don't really allow a figure to easily have a power that changes one of their values and then let's you change that value again afterward in a way that forces you to do it in a certain order.

I'm controlling Mikhail. I want to peform a running shot. I roll a D6 to activate DIMENSIONAL PORTALS, I roll a 6. My speed value is now 16. I then perform running shot, cutting this value in half, so I may move 8 and then give a ranged combat action.

You give free action for DIMENSIONAL PORTALS Roll a 6.
Give action for Running Shot, you know have two replacement values that take effect at the same time so active player gets to choose the order.
you can either
A: Half the 10 to 5, then replace that with the 16
or
B: Replace with 16 then half the 16 down to 8.
