So here's an oddball hypothetical. Exodus running shots and PBs Nul, then as free action TKs Nul, Nul cannot be moved by TK via being a giant, but Exodus still hit, he should still get the Third highly controversial attack with PB, Yes?

If this is true, The way it is now I thing it may not be intent, but I in no way see it as game breaking and actuall makes those figures worth their points.

We don't change characters because they are too powerful or not powerful enough. We change them when either their wording doesn't make sense or if the wording leads to a conclusion that was never meant by the designers. In this case its the latter.

As for your question on TKing giants, it isn't that he can't be placed, he may not be targeted at all.

You wouldn't get the chance for a second PB as you already activated PB with a free action during Running Shot.

PB hits => activate power use TK => TK hits => activate power use PB

Sources are irrelevant. You can activate any given effect with a free action once per turn with a character.

So when you go to use P/PB with a free action, ask yourself, "Self, has this character already used P/PB with a free action this turn?"

If you answer "No", then go ahead. If you answer "Yes", then you can't do it.
