As I understand it, the 3 squares is a cap on everything so it can't be extended, modified etc. It doesn't matter what his range is, he can only count 3 from the falcon (i.e. if he didn't already have a longer range than powers that have a min range he could count that many from himself but not the falcon; conversely, if he uses a power like PW then he halves his actual range to 5 and can still count up to 3 from the falcon).

Can he drop an ID character from his falcon token?

I don't know who this guy is but his trait 'Fight the Future' would give him +1 attack and damage against people with the Past keyword :')
