I understand that. The individual I would play this against would most likely play Federation simply because we are both huge Star Trek nerds and it would be a fun thematic battle to have.
But yes Cloak is quite powerful. I wish something could be done, but I doubt it due to the fact that in regular games Cloak can be as much a liability as it can be an asset.
Swarms just won't be effective until they can pull some good damage against Cloak, or until something comes around that makes Cloak not worth the effort/points.
This may sound backwards, but I have had some luck with Phased Polaron Beams against Cloakers. A player with a cloaked ship with some hull damage often chooses not to cloak any more, but there you are able to score a final hit on their last couple of hull points while bypassing their shields.
On the topic of making swarms better, I would love a Captain, Crew, or Elite Talent that had some sort of "coordinated fire" effect, wherein friendly ships could forfeit their attack for that round to instead contribute one bonus attack die to a friendly ship. Obviously it needs hammering out, but I think it's a cool idea.
If Cloaks are that big of an issue, start using Mines or Attack Pattern Omega.
It's fun to sneak that one little crit to someone's Cloaked ship, then see the look on their face when you draw a Warp Core Breach for your lucky shot.

Not a fan of mines in any way, so I will never use those.
What worked for me in the past was Scan + Anti-Proton Scan. -1 Defense dice for the Cloaked ship and +1 attack dice for myself. Stick a Breen Aide on that same ship and you get one HIT on one BLANK die.

Mines are iffy, but I've seen them take out a Klingon ship that otherwise had no damage on the last turn of a game. You need Engage or Uhura and an 8 or 9 Captain to deploy them well, though...so it's expensive.
...But multiples of uniques is the price to pay for multiples of ships, and I for one don't mind it at all.
That is my point, WKs could make two sets, the Initial Ship with the Unique stuff and mission, and a Generic with non-unique cards and ship card for the purpose of buying multiple. I think otherwise people will just get micro machines ships and for WKs that is a lost sale.
Removing 0 skill Capt = bad. Here's why: From a business standpoint, any expansion could be a player's FIRST purchase. While I may not need my 18th 0 skill Klingon captain, "new player #4" may need that 0 skill captain for his fleet build while using the 2 ships he has purchased thus far.
You may have misread my post, I never said remove the cheap Captain, I buy the initial release ships like everyone else to get the unique cards and missions, etc. However, I usually run two or more of a ship (like the Koragas) and it seems to me all the extra unique cards are a waste. For me, Buying the Koraga Prime once and buying two Generic Koragas with simpler card mixes would be fine.
My alternative is to go on eBay and buy my extra ships there with no cards, but CHEAP. WKs lose sales.

People buy the Micro Machines stuff anyway, so that doesn't help anything.
It'd be more expensive to create two versions of each ship every time just due to packaging and creating different cards for each one so that won't be happening.
I don't think a lot of people have problems buying multiples currently, just ask those who are running D7 swarms. While it is annoying to have so many dupes of Unique cards, you're still getting multiples of all the non-unique upgrades as well as another copy of the ship itself.
If it were a bigger problem you'd see it reflected in sales.

I think the main thing preventing this from happening is that, I assume, you wouldn't be allowed to use a micromachine ship with home-made cards in an OP event, and a lot of people play OP events.

Technically that is up to the TO who's running the event.
