Im glad you changed the rules, cuz now i can disregard the ROC and everything it entails because it is no longer an accurate representation of the meta and is essentially no different than just watching some other venues weekly tourney.

You don't have to slow play to bring a match to time, just play a team that can turtle effectively. Hide behind barrier and use non-free actions as move actions to reduce the time on the clock. You can do it in a timely manner, playing at a reasonable pace, and still use the clock as a weapon.
Or just miss a lot.
Me and a friend of mine missed about 60% of our attack rolls. Can't end the game until figures get KO'd.
Same tournament, another friend of mine was stumped by my team and took a while to commit. The game was really tight so each move took a while. Fun game - but it went to time, too. 151-1, him.
To time happens. I'm patient and if I battle someone who is equally patient you can go your first 3 turns without attacking - and that's NOT turtling.
Just saying, it happens.
Visible Dials and Pushing Damage need to be optional. This is the way.
Who determines on how rules are interpreted on a certain figure?

Agreed. And that is why I use the Rules forum here and go with the explanations given in there. Yes, I realize rules can change, and have, from one post to the next. We can only go with the most current ruling.

What meta doesn't it represent? Looks like it represents a few different metas, including 300 modern.

A simple roll off to determine the winner is, according to the vast majority of people associated with clix that I know of, simply not an acceptable occurrence. It is basically the easiest and least exploitable way possible.
With that said there is no truly fool-proof method to breaking a tie in HeroClix (if you know one please let us all know). But I like to think we came up with as good a compromise as we could.
Yes, there will always be ways to exploit whichever method is used/developed. And if you are the type of player that goes into a tournament to exploit tie-breakers then I pity you and invite you not to partake in any ROC events.
The vibe I am getting from those complaining about the new tie-breakers is that you actually prefer a dice roll off. *shudder* And that saddens me.

No worries. I like the new format. Its interesting.
When I judged, the roll off (when it had to be done) was somewhere between:
1) Wow, you guys are spiteful.
and
2) Wow, you guys suck.
Neither is a positive thing.

I generally agree, but I have to ask:
Do you mean "prefer" as in "I want to stall my way to the top," or "prefer" as in "eh, we've got to do something, this is the least ####ty way to decide it?"
Just saying that no one digs a roll off at that level, at least no one there to play. Still, of possible ways to break a tie, that won't drag out the rounds or rely on subjective criteria, roll off is what I'd pick.

I like the idea of the ROC being as different as possible from the WK official events. I think it gives it its own identity.

Sure, that would screw the guy who's strategy was to turtle and insist the opponent comes to him but every format screws someone somehow...
Another idea could have been borrowed from Mechwarrior (I think) - at the beginning of each player's turn, the player with a figure closest to the middle of the board earns 1 Victory Point. In the case of a tie, both players earn 1 victory point.
I don't think there will be a lot of ties, then.

I prefer it to the player 1 getting a turn and then checking the damage after. He will almost assuredly win. Majestix ran a turn based overtime in April and more than a couple of players used it to their advantage (myself being one of them). I think after steps 1 and 2, there should be a roll off instead of an extra turn for a single player. Or at least give both players an extra turn and then recalculate THEN go to a roll off if necessary.
