FWIW, I agree with you that intent sometimes outweighs the poorly written powers (as those ARE TAs), but there should be a term to separate TAs from ATAs... maybe "Base TAs" or something?
-Heroclix is not a game of logic, it's a game of strategy .... after all, when's the last time that you saw a giant (using a stealth ability) that was hiding behind a swingset... and nobody could SEE him????

Oh agreed. If it said "standard Marvel Team Abilities" I think we'd all agree to that intent.
The most frustrating part about these kinds of 'intent vs what's printed' type changes is the simple fact that the card, that we all hold so dear, is now useless for reference in that regard. I guess they expect Kinkos/FedEx Office to serve our needs.
Yeah, it's annoying to have to have the most updated version of the Player's Guide and/or HCRealms on your phone/tablet in order to use a figure.
Thankfully for me, most all of the players in my area are nice and willing to help each other out... enough of us go to HCR that at least a few know of rulings or how powers are supposed to work on new figures (aside from Marquee events).

Through the use of American English and the use of a semicolon, I'd like someone to explain to me how chrisdosmil (and/or other rules deputies) was able to rule on T-Ray that he doesn't get the close combat attack unless adjacent to an opposing Deadpool?

I remember thar they ruled as you said, but then they received an email from Wizkids whete it said that T-ray does not work like that, despiting of the rule they did before... so no fault on oranges, but Wizkids
