I don't see how that can be reconciled with the rule book. As I understand the rule on page 13, you'd have to draw a LOF to v8 that also crosses v7 along the edge between v7 and v8.
At this point, I think we should get a ruling on whether what you described works and how the game should proceed.

According to Melk, the reason I couldn't see in the other case was because of the least restrictive of V7 and U8...in U8 there's a wall there. Here' in W8, there is no wall. That's my thinking anyways.

This was my thought.
The only to blow the wall out with Winter Soldier in that square, is to have Winter Soldier knock it down.

Assuming that the one taking the shot is token nr. 3, it still doesn't work, this time for two reasons. Wanda needs LoF to the squares of either side of the wall she's busting (ignoring the actual wall). Those would be V7 and V8.
For V7, her LoF is blocked by Brother Voodoo (nr. 7) and for V8, her LoF has to pass through the least restrictive of either W8 or V7. W8 has a wall (and not the wall she gets to ignore) blocking the shot, and V7 has Bucky (nr. 1) blocking things for her there
