I don't see how it's fun to jump out of an airplane, either, but I don't tell my sister she's wrong for skydiving. If it doesn't hurt anyone, who the heck cares?

Simple: some venues have one or more "that guy." At a more casual venue, one in which folks just get together to kick around and decompress a bit, one or more individuals who refuse to do anything but pass on a consistent basis can kill the experience for the majority. Playing "that guy" (or one of them) adds an element of chore to the proceedings, which can be unpalatable.
And yeah, you can play aggro, but it gets to a point (or can, at least) that one person's style dictates the overall style of the venue.
So no, I don't see a problem with saying "Sorry, you'll have to move out of your starting area after turn one this week, because it's getting old week after week."

I have a player that people have finally started saying this to. One week he played a "Strategy" where he had 40+ print and play Lian Harper bystanders that he just sat back and used as human shields. It was REALLY funny when his own son TK'd a pulse wave figure out and right into the Lian wall and KO'd about 25 of them in one shot.

But making a rule that you can't pass DOES NOT FIX THIS. There are far more effective ways to be non-interactive in the game than passing every turn. Actively moving away, or just throwing up a barrier or two every turn does a LOT more to prevent the other person from being able to engage than just sitting there and saying you pass. The "fix" that people are suggesting does not accomplish the stated goal. At all.

Eh, "shock the turtle" certainly can. Can someone "break" the fix? Yep. Turds in the punchbowl can. This would be a way to get a "that guy" to come around. After that? YMMV.
