Marvel - Thing (Great trait)
DC - Capt. Marvel (Love the attack SP)
There were so many great ideas for powers out there. I agree with theavengion, many of the best ideas got muddled with too much complexity (this includes my dial).
I feel like a lot of us were confused for the first round. I know I would tone my down if I knew it was going to be the common (I'm not sure how I missed that part, it is spelled out in the OP very clearly after looking back on it...my bad.)
It's pretty close but my vote goes to Invisible Woman. For DC Green Arrow.
So a little bit of constructive criticism if anyone wants to hear it.
Cyborg: I liked the dial, though I wouldn't have had the third click overlap everything. You've got Improved Targeting, a trait, and four special powers on one click and it's a bit much. I liked the idea with the defense and damage special powers but with everything else going on on the dials I would've rather you just used regular perplex and maybe invincible. I think given the short dial he's actually reasonably costed, maybe still a little cheap for what all he can do, but given this list that's pretty good.
Namor: He's a 130 point character who if an ally is hit and he's using a heavy object can hit a character for 12 damage with a 12 attack and take their resource out. If you hit him back for 4 penetrating he's on a hypersonic, super strength click with an 11 attack and 4 damage. This is a 130 point character. I like the dial design but it's way, way too good for the points.
Invisible Woman: That trait is a hell of a read. That being said I love the idea and it feels more like Invisible Woman than any version I've seen. I wish you could still use barrier and possibly incap without losing the token but I can see why you'd keep those out, there's already a lot going on besides that. She seems pretty reasonably costed as well.
Thing: Good, simple dial that with a trait and defense power that's very flavorful. You didn't give a point cost so I guess I can't criticize that. I don't think it's much different from a lot of Thing dials I already have.
Hawkman: Another good, straightforward dial. The trait is identical to the JL52 one's and other than that it feels like a pretty basic melee brick so I guess I was hoping for more creativity on it. That being said it's a good common piece that I wouldn't bat an eye at on a set list.
Mr. Terrific: There's three traits and a special power which create special interactions in two different ways with four different keywords. One of the traits creates up to three tokens with traits all their own and special powers, and Mr. Terrific gains variable powers depending on how many are adjacent to him. He can also copy three powers from nearby friendlies. If Mr. Teriffic has ideal circumstances on click one he can use 11 powers plus a special power, gains improved targeting, and has more stuff going on. He's a nightmare to a large portion of the player base and all it amounts to is a near invulnerable support piece.
Wolverine: It seems weird to me to see a Wolverine with above average defense (18) and mediocre attack (10) on his starting click. I generally expect the opposite from him in terms of comic accuracy. Throughout the dial he seems more defensive which really just isn't him in my mind, but if it fits some storyline somewhere that's fine. The 2nd trait seems a bit much but I think you got pretty close with the points. If you dropped it entirely and cut the price 15 points I'd like the dial design a lot better overall.
Catwoman: The design of the dial is very solid but your wording on the trait and special power are painful. For the trait: she doesn't actually have to hit with the attack to steal something? That seems off thematically and makes me wonder if that was the intent. The bullwhip wording is extremely poor. Several characters have been made with similar abilities so it would've been simple to copy another sets. Finally, and this is pure personal preference, she just doesn't really feel like Catwoman to me. When I think Catwoman I'm picturing someone who is all over the place that Batman has to chase. Leap climb up top makes sense but with improved movement and white powers I'd like to see her have something a more skirmish feeling design.
Green Arrow: I think he's a bit undercosted but overall I love the design. No keywords will make a lot of people sad. I like that you kept his damage down, it feels more like an archer in a world of bulletproof people.
Hawkeye & Hawkeye: This is the first character that I feel might be overcosted. This duo is really squishy for the points, but that's fine, not every piece is a world beater, especially in the common slot. I think this is also the first duo in a common slot but I may be wrong. I like the Pizza Dog trait and design, but the power selection bugs me. It's a duo whose powers (the attack special with incap, psychic blast, and ranged combat expert) all encourage you not to take duo attacks. There's been a lot of that with duos but I'd like to see more synergy with the powers.
Captain Marvel: It seems weird to me seeing a 150 point Captain Marvel, even though we have a Superman that can be fielded at that level and a Black Adam you can take at 100. I think this character would've benefited immensely from multiple starting lines. I think the lightning powers are really interesting, and feel flavorful. The traits don't do enough for people to have to remember them in my opinion. I see a lot of players forgetting them most of the time. The damage power I think should be 2 powers to help people keep it straight, maybe combining the sidestep after a hit with super strength in the attack slot.
Iron Man: Ugh, another 3 trait character. I like that it's a different take on Iron Man, like an armor commander, but I feel like all he'd ever be doing in bigger games is taking power actions to move the rest. The wording on the trait that grants Prob is poor, there are other characters with this effect so I'd have referenced them.
Cyclops: Seems like a good, solid dial for Cyclops. I really like the sprinkling of outwit/flurry/ccr clicks to represent the times he's not had his powers and how well he's handled himself without them.
Thor: There's a lot to love about this Thor. It's a well designed dial that isn't overly complex but feels very much like Thor. I love the CCE as a close combat action (and lack of super strength). It makes perfect sense to me as Thor's hammer essentially giving him the benefit of a more flexible heavy object at all times. I also really like the opening Charge and Running shot which combined with the cce special encourages you to get into melee while still allowing you flexibility. This dial would've been my vote had it not been for the regeneration special. The ability to very easily heal to top click in bigger games is something you're not paying for that seems poorly planned, and the choice between that or flurry seems needlessly complex.
Batman: Improved movement, improved targeting, two traits, and two special abilities which between them make up five powers and two more special effects. I'd have dropped at least the second trait. It's two criteria (KW + being in hindering) for an effect that generally doesn't impact games much, if at all. Likewise this Batman seems like he's being ruthless right from the start with precision strike and exploit weakness so he can probably go without incapacitate. I like the feel of the dial, and treating all continuous hindering as adjacent for movement is very cool, though I think the wording needs to be a bit better.
Hulk: I can forgive your two traits given that one explains the point cost, so it's really only one. Once we get to the end dial and see 4 white powers, plus those two traits and improved movement however it's a little irritating, especially when you go back and reread it all to realize that he doesn't pick up indomitable on that last god click. Regeneration is an ability Hulk absolutely should have but it seems weird on that last click where you essentially want to go nuts and just rampage. Him spending an action sitting there healing to a weaker click seems un-hulk like. I like the powers can't be countered once he gets to a certain point of anger, that's awesome and makes me wonder why it hasn't been on a dial already.
Cheetah: The dial would be extremely good at 90 points for a character with b/c/f that she can use during hypersonic, good combat values, and the shape change/super senses combo everyone loves. Tacking on the three cheetah pogs is just overkill.
Ultron: I like the capture trait though you need a line to explain where you place them upon release. The other trait seems strange to me. You're rolling between three possibilities and then making an easy choice given that unless you assign him a resource Ultron has no move and attack so he's always either moving or attacking, not both. It seems unlike Ultron to be standing behind a wall and hoping he upgraded his ability to shoot through the wall, but there's a 2/3s chance he gave himself something else instead. He's more of a calculating character and less random. I'd actually be okay with just giving him all of those improved movements and targeting abilities and just being done with it. He'd be simpler and I don't think its really overpowered given the cost. The mind control power also seems strange. One token means you can be mind controlled for free but each additional token makes it harder to do that, so once you take one the choice is made for you because having more is a good thing.
Marvel Vote - Ultron. I'd like Sidestep but otherwise this dial is really neat.
Other thoughts : Thor was good but the special defense power kinda ruined it for me. Thing needs a point value but he's very good too.
DC Vote - Captain Marvel
Other thoughts : Green Arrow - excellent...just edged out by Captain Marvel. Batman - wordy but excellent. Catwoman, 3 damage top dial seems high but excellent otherwise. Mr. Terrific, very nice but you lost me with the pulse wave and the 2nd trait.

Perhaps this could be Logan when he's helping X-students escape from their enemies.
Also Logan enjoys a fair fight, at least until some idiot pulls a weapon, then it's no-holds-barred (he enjoys that too...).
Really REALLY liked your take on green arrow and the hulk dial is the first that I would agree is a hulk at 300 points.. maybe a slight bit undercosted though.
