It is a fact. You are suggesting that people are allowed to build an illegal force and it wouldn't be illegal until the game started, but at that point it would be too late.
You've been told by multiple people multiple times that this is wrong. Your notion that you are not allowed to look at character dials while building your force is equally asinine.
Any game effect that refers to a click number requires that the figure have numbers printed on the dial for it to work and/or be legal. This has been the case since the Superman set with the Thomas Wayne The Bat-Man SR from Flash Point. At that point the general ruling was given that powers such as that are only legal with characters who have the numbers printed on their dial.
I would point you to the thread, but it was one of the ones that the current rules team deleted when they removed most of the final word from this site.
So again, I ask you, please refrain from making those statements which help no one and only add confusion to those who are trying to understand the rules of an overly complex game.

So, they deleted the old ruling? Do we think they may have overturned the old ruling?

No. They deleted all of the old threads period. I'm still not 100% as to why they did this, but it happened and it was very frustrating.
It wasn't just this one or that one. No updates were made. They simply went in and deleted the old Final Word entries for all of the older sets....
Well, it could have something to do with that one "old rulings are not still valid" ruling I got in regards to ranged combat and battle fury? Maybe they just meant all of the old rules team's rulings weren't valid? Or maybe they didn't, but just didn't like how the old threads were formatted? Who knows.
