Cheetah still misses. Spider-man does not heal, because at the culmination of the KO, he is not friendly to Sasquatch. So, Nigma does not have his PC. Does someone wish to chime in on this one? Pretty sure that's how it falls.

I see what you are saying but I thought the mind control ended when the attack was over. The knock back was a secondary effect after the attack therefore sipidey is friendly again

Isn't knockback still part of the action, however? It does not end after the attack, but instead after the action resolves.

When a character using this team ability is KO'd, roll a d6 for each friendly character that can use this team ability. If the result is 1-4 heal this character 1 click; if the result is 5-6, heal this character 2 clicks.
The trouble with the wording of this TA is there's no clause for precisely when it happen, such as "immediately" or "after actions resolve." Without that guidance, seems like it would be up to the controlling player to decide the order of actions. Spidey would be back in control of the Exiles after the KO, so the Exiles player would have the option of rolling for healing before the opposing player continues his turn.
tl;dr: Yes, Spidey can be healed with Department H.

The Mind Control should end as soon as the attack is resolved. Then the ATA triggers as a result. Spider-Man's team would have the choice of healing or not.
That being said, I'm not sure this TA is optional. Compare it to Fantastic Force, which states the character "may" heal 1.
Maybe there's now something cleaned up in the ruled which says all ATA are optional.

Alright. Well, if it's not optional, and the mindcontrol doesn't supercede it by missing it completely (Spider-man wasn't friendly at the time, is what I mean there) If I had known that, I would've copied X-men at the end of 6B, since I was pretty sure what was about to happen was going to happen, but I wasn't expecting to lose my outwit through my own guy healing.
Then I'll just have to do my next turn. Which is..
