I agree with this. I would go even further and suggest that a quick way to get the original Seven Soldiers of Victory in Heroclix would be duo figures: SSK & Stripesy, Green Arrow & Speedy, Crimson Avenger & Wing, Shining Knight & Winged Victory, and maybe Vigilante & Billy Gunn.

I'll admit when I first heard of the duo mechanic and tried to think of a pair of characters who would never warrant an individual dial each, Punch and Jewelee came to mind. And yet, they've never been made. (Similarly, when I thought of "what DC characters deserve Probability Control?" I could only come up with Hazard and she also has never been made.)
And just to tick off the "But you can't team up Joker and Batman because they would never team up" crowd, I would want a Joker and Batman duo based on one of several Brave & the Bold comics where they did team up.
just realized I forgot to mention Nova/Star-Lord. Preferably in this iconic pose, at 300 points so we could split merge Chase Star-Lord(obviously based off of him holding the cosmic cube in Thanos Imperative, as suggested by the wording on his card) and GG 001 Nova

This is one of your best lists, Slade. Thoughtful choices, all.
For the Hawks, I would expect a whole lotta mace upside the face, and a trait like Swift's: (Special) Reading the Air Currents: When an opposing character with wing or wing transporter symbol uses the Carry ability or hits with an attack, place an Air token on this card. Give Swift a free action and remove an Air token to give Swift a move action as a free action.
Spidey/Torch is also a great idea.
As an homage to one of the best teen sidekicks ever, I'll also suggest Icon and Rocket I.
