Wouldn't Pulse Wave still need a power action to activate? So even though PW ignores everything during the attack, it still resolved and the character is given an action for the move, activating Madcap's trait, which is worded differently than say, the mystics team ability, which PW would ignore.
Mystics and Madcap's power are similar in their wording (just a little) because they use the word "When".
"When" is the trigger for Madcap.

Instant Healing: When Madcap takes damage, after actions resolve roll a d6 and heal Madcap half of the result.
The Clarification for Ignore says this:

[C]Some game effects can “ignore” game effects. When a specific effect is ignored (such as an effect that ignores pushing damage) you don’t apply that specific effect. When a power or ability is ignored, any activated, triggered, or passive effects it has can’t be activated, triggered, or used. If an effect that alters a combat value is ignored, those effects no longer alter that combat value. If ignoring a game effect would cause a situation where that game effect would not be ignored, then you do not ignore that game effect.
The trigger in this case for Madcap's power is "When" he takes damage, not "After he takes damage AND after actions resolve."
Since he is taking damage during the PW attack, PW is ignoring the triggering aspect of his Trait, and as such he will not be able to heal after the PW resolves.
This is very similar to the Mystics TA you mentioned. Mystics TA says:

When a character using the Mystics TA takes damage from an attack, the attacker is dealt 1 unavoidable damage. This damage is not an attack.
We are back to that "When" word. The "when" trigger for Mystics TA is ignored by the PW attack, and as a result, the character using the TA who is damaged in the PW attack is not able to deal the attacker the unavoidable damage. Just like Madcap's Trait.
