that just means within his normal targeting requirements. its not pretargeting. no such mechanic exists

But that's not how the rules function. There's no rewinding in Clix.
It's why I argue so strongly against people using the Nats judges as precedent. They're all nice guys, but they're not part of the rules team anymore. And most of them are less in touch than the average player.
It's part of the ongoing frustration with Wizkids.

To follow up on this thread, the ruling at Worlds (by the WIN Rules Forum author) was that Mangog COULD be placed and make the attack, and just not targeting any Cosmic Entity character(s).
edit: Unless a Cosmic Entity character was the ONLY character targeted of course.
