The effects of face-up Trap Cards cannot be activated during the Damage Step, so this card’s effect cannot negate the Special Summoning of a monster by the effect of “Mystic Tomato” or a “Cyber Jar” flipped face-up by an attack.
Which tells me that Forced Requisition would not work in the damage step either.
Yes, the ruling as of know has not been removed from the current faqs, but there was a long debate some time ago about this topic, because of those types of inconstistencies, as of yet it is "still" unable, but it seems that it will become a "new" ruling in near future, im not 100% sure if they've already allow it, but last time I heard it was acceptable.
Well see, I went back and looked up RO's rulings, they took out the ruling of not being able to be used in the Damage Step already :)
Rulings
# There are basically 2 ways to Special Summon a monster. The first way is with a Spell Card like "Monster Reborn", a Trap Card like "Call of the Haunted", or an Effect Monster like "Magical Scientist". The second way is built in to the monster, and Special Summons it without activating an effect, such as "Black Luster Soldier - Envoy of the Beginning" or "Dark Necrofear". "Royal Oppression" can negate both of these types of Special Summon. In the first case, you chain the activation of "Royal Oppression"'s effect to the activation of the Spell, Trap, or Monster Card's effect, and negate the effect. In the second case, right before the monster is Special Summoned, you can activate the effect of "Royal Oppression" to negate the Special Summon (the same procedure that you use for "Horn of Heaven" or "Solemn Judgment").
# Example 1: If "Marauding Captain" is Normal Summoned, its effect activates. You can chain to this effect by activating the effect of "Royal Oppression". The effect of "Marauding Captain" is negated, no monster is Special Summoned, and the "Marauding Captain" is destroyed. (The monster your opponent intended to Special Summon with the effect of "Marauding Captain" remains in his hand.)
# Example 2: If "Cyber Jar" is Flip Summoned and its Flip Effect activates, you can activate the effect of "Royal Oppression" in a chain to the Flip Effect. The effect of "Cyber Jar" is negated, no monsters on the field are destroyed by its effect, no cards are picked up, no monsters are Special Summoned, and "Cyber Jar" is destroyed by the effect of "Royal Oppression".
# Example 3: If "Call of the Haunted" is activated, you can activate the effect of "Royal Oppression" in a chain. The effect of "Call of the Haunted" is negated, and a monster is not Special Summoned.
# The effects of face-up Trap Cards cannot be activated during the Damage Step, so this card's effect cannot negate the Special Summoning of a monster by the effect of "Mystic Tomato" or a "Cyber Jar" flipped face-up by an attack.

But if your opponent had "Royal Oppression" face-up on his side of the field, and you activate the effect of your opponent's "Royal Oppression" to negate the Special Summon of your opponent's "Dark Necrofear", then "Dark Necrofear" does not activate its effect in the Graveyard, because it was destroyed by an effect controlled by its owner, not by its owner's opponent (even though the owner did not activate the effect, he still controls the "Royal Oppression" card).
# When "Vampire Lord" is Special Summoned by its effect, you can activate the effect of "Royal Oppression" to negate the Special Summon and destroy "Vampire Lord". If your "Vampire Lord" is destroyed in this way by the effect of a "Royal Oppression" card controlled by your opponent, then "Vampire Lord" was destroyed by a card controlled by your opponent, and is Special Summoned during your next Standby Phase.
# When "Insect Queen" destroys your opponent's monster, an "Insect Monster Token" is Special Summoned during the End Phase, and the effect of "Royal Oppression" can be activated at that time to negate the Special Summon and destroy "Insect Queen".
# When "Jam Breeding Machine" activates its effect to Special Summon a "Slime Token" in the Standby Phase, and the effect of "Royal Oppression" can be activated at that time to negate the Special Summon and destroy "Jam Breeding Machine".
# If the effect of "Royal Oppression" is activated, and "Mystical Space Typhoon" or "Dust Tornado" is chained to destroy "Royal Oppression", then the effect of "Royal Oppression" disappears because it is a Continuous Trap Card, and the Special Summon will not be negated.
# Remember that "Royal Oppression" follows the rules of all Continuous Trap Cards. In order to chain the effect of "Royal Oppression" to a card effect, "Royal Oppression" must have already been face-up on the field. frostbyte, your forgetting 1 simple problem with your comparison. royal oppression is a continuous trap card but it has an ignition type effect, meaning that your manually choose to activate it, something that cannot be done in the damage step (i'll get back to this in a bit). so it made sense that it couldn't be used.
forced requisition on the other hand is a continuous trap card with a continuous effect. continuous effects always (ALWAYS) do "their thing" whenever applicable despite the timing. a monster summoned in the damage step will immediatly get any stat increases decreases from continuous effects like field cards and starboy, forced requisition is the same way.
even if FR wasn't a continuous effect, it would be a trigger effect, in which case they also always get their effects (well optional ones can miss timing...) even in the damage step, because they are not being manually activated.
now getting back to what deck wraith said about the ruling on royal oppression being in the process of changing, i'm not surprised. somewhat recently, with the deeper look into the mechanics of the damage step, one of the things that have been added to the list of effects that can be activated in the damage step are speed 2 effects that by nature chain to and negate other effects, such as sorceror of darkness, horusLV8, ryu senshi, a-team trap disposal unit, etc. for the same reasoning that you can use counter traps at that time: they're designed to be used after an appropriate effect and the damage step shouldn't prevent them.
most of these speed 2 'counter' effects belong to monsters (simply because monster effects can't be speed 3), but royal oppression's effect also falls into this catagory, its a speed to 'counter'. so it makes sense it'd be in the same group as horus LV8 and the rest.

What am I missing. It's still there. I hi-lighted it from your post which is where I got it also.
activate? No. That still remains consistent. Neither Forced Requisiton nor Royal Oppression are altering the ATK/DEF stats, so they may not be "activated", ie: flipped face up.
Triggered? Yes. The effect of Forced Requisition is constantly monitoring the field to check for a discard occurring on the side of the controlling player. Once that trigger has...<=?triggered/> its effect will resolve at the at the end of the Damage Step, once the appropriate opening presents itself.
So let's say that I control a face up Forced Requisiton and a face up ATK position Sangan. You attack, destroy, and inflict damage to me with your Don Zaloog. Zaloog's effect triggers, I discard. FR triggers and Sangan goes to the Grave.
If I have everything correct so far, which I believe I do, I as the controlling player of both effects can choose to put the effects in whatever order I want and resolve them.
And that's that.
same thing goes for Royal Oppression. As long as it has already been activated and is face up before even entering the Damage Step. Phiefer3 broke it down more eloquently than I could though, so Ill just refer you to his post above.
OK, I thought of this before, but couldn't remember to ask every time I got to the computer.
It has been said that Forced Requisition, once activated will work with Don or Reaper if your opponent attacks you and discards. It won't work to activate it, but if active it would work.
Royal Oppression can negate and destroy a card that special summons or is special summoned at a cost of 800 LP. If it is face up it was said that it still cannot stop a special summon that is during the damage step.
In my mind one of the 2 situations should be wrong and I'm thinking it's FR. RO seems to say that even though it's continuous it can't work in the damage step....so I think that FR would have the same limitation.
The difference is...Forced Requisition happens whenever a card is discarded from your hand without any option of doing so...Royal Oppression is an optionally activated effect and any face-up Trap with that sort of effect can't be used in the Damage Step I believe...unless it specifically says so anyways..
squid, be careful using the term "trigger" with forced requisition, its not a triggered effect, its a continuous effect, just like atk/def bonuses from fields. so there is no issue with determining which goes on the chain first. FR is a continuous effect, and will be applied ASAP, and doesn't go on the chain itself.

thanks for the correction, pheifer. I am continually thinking of, and referring to, Forced Requisition as a triggered effect. I mean, I know its continuous, but I can't seem to remind myself of that. *sheesh*

It looks as though Royal Oppression can not be activated during the damage step even if it was already face up on the field.
I've already said that, yes current rulings are stated and applied as if RO cannot be used in the Damage Step, but, there are certain aspects of the card which don't really fit the whole concept. That's why it's bound to be changed (or so it has been expeculated), as of now there is no official saying if it's going to be re-ruled or not, but I certainly do think it is a viable change.
Rulings can be bent, first ruling of Damage Step stated: ONLY Atk modifiers and counter-traps could be activated during Damage Step, and then BAM Null and Void broke the chain ruling, so what would stop RO from being another chain breaker?

Is this correct? So you can't chain RO to the Special summon of Cyber Dragon as an example?
