Another post by Draddog in one of the CA announcement threads (either the announcement or one of the previews), he mentioned that CA was designed by the previous design team (which would make sense because of the time table and the time of firings).
If you want to see what the new team cooks up, wait for the expansion after CA. (Which is why I think the poll on factions being left out came up, because the new design team is probably deciding to go with the decision to leave out a faction in CA, or sweep the mistake under the rug)
Of course CA isn't gonna fix anything wrong with MW so far. :)

I'm not sure about the tankdrop thing. Fast mechs can usually handle any drop. If you do it right you can kill the tank along w/ the transport. A dual drop may get one mech but that should be it.
The whole idea of the rule change is to devalue the cheaper units. The overall point system is way out of whack at the moment.
Slow mechs will be as worthless as ever with the new rules. Theyn will make the good mechs better but don't do much for the Derrick Hasbanis of the world.
