Here is how to add faction abilities and keep the game balanced. Add equal power of faction abilities to all faction including the ones that already have them. That way new faction will have more faction abilities because they paid points for them. Old faction will have less but they did not paid extra points for them.

Nay, not at all I think. They do all the initial calculations. I imagine take what they consider a 'standard' army (say.. 1 or 2 Mechs, 3 to 5 vehicles, X # of foot types), and see what the average increase would be for that army. So for instance, a Mech might be worth 10 points more.. and vehicles 5 more each, and so on.. they come up with a round #.
Then you simply choose to use this point # or not. If the # is 40 points, you get to use the factions abilities by adding 40 points to your build total. What that would do is encourage faction purity, for one thing. Since you would have to take the entire point block for faction abilities, you would want to utilize as many as you can.
Seems simple enough. "If I pay 40 points, I can use faction abilities for DF.. hmm". Utilize as many DF units as you can to take advantage of the drawback in points.
No, would never happen of course.. just a thought, like I said. :)

And so I say : Call it a flat ten percent of that faction that you happen to be using, and round up. Thus, to get the Highlander Special Ability of 'Grandfather's Special Brew' which allows all units to use the Flamers SE, you would pay ten percent more for your Highlander units. If that happened to be 325 points worth of Highlander's you're fielding, you'd actually pay 358 points for them. Or to get the Bannson Special Ability 'Emergency Field Repair Procedure' for your 400 points of BR troops, and thus be able to inflict damage on captive units or your own infantry in order to give clicks of repair to other units (in base contact, of course) would mean you're paying an extra forty points.
Comments? I really like that BR faction ability. I hope they use it.
Trovic Nilloba is a great mech, for 230 (a little much) he can do 9 from 14" and DFA is his best friend. just take some ATV and a VOTL or two to support him. tie up a target, DFA for 5 and nail him for 9. its a great mech. what is the problem?
