first if you are a fan of any of the new street fighter games then you know about levels. So there will be level counters.
Characters lose all level counters when they are stunned, But gain a level counter when they attack or is attacked by a character. Using levels requires you to move the printed amount of level counters

Level 1: While attack this at front row character Guile can not be stunned.

I like the idea of levels, but then wouldn't you have to remake the cards with 3 different abilities (one for each level)?
If that's the case, maybe just give them a counter when they attack, and have it limited to just 1 counter, like cosmic.
