If you want to figure out what the prize support was "supposed" to be according to UDE then your equation for packs was:
First Flight only-
Minimum number of packs to be distributed: 2*Number of players.
Maximum number of packs to be distributed: 3*Number of players.
If the total number of packs is somewhere between those values then the venue did it right regardless of what record got what. of course all of UDE's documentation is only good if you've ordered enough stuff. If you end up short based on players then you've got to adjust. So unfortunatly even the "documentation" is only useful if you've got enough stuff to support it.
