I can't see that working. First off, it would be impossible to enforce. You think UDE is going to sue them to get the fine? I think the penelties they have are fine. It's just a matter of how to catch the cheaters, without taking up too much time for everyone else.

I think it is sufficient that you check over other player's decklist at the end of the match. If you notice something fishy, inform the judge.
