Chuck Noris has never been part of a legal attack. Anyone involved in an attack with Chuck Noris gains the "Victim" characteristic instead of attacker or defender.
Chuck Noris doesn't socialize either.
Chuck Noris was originally going to get the X-Statix's loner mechanic, but Chuck could never be KO'd or replaced ...
Chuck Noris was also going to get the Spider-Man/Superman/Kang version mechanic, but Chuck Noris cannot be duplicated.
I think this is a fairly well designed Chuck Norris VS card:

Atk: 28
Def: 28
As an additional cost to play Chuck Norris, KO all characters your opponents control and discard all cards in opponents hand.
Whenever Chuck Norris attacks, KO the defender and your opponent loses endurance equal to Chuck Norris attack value.
Whenever a character attacks Chuck Norris, KO all resources your opponent controls and your opponent loses X endurance where X is the number of resources they KO'd.
Chuck Norris can attack as though he has Flight and Range.
Chuck Norris cannot be stunned.
While you control Chuck Norris, you cannot lose the game and your opponent cannot win the game.
