Given the Speed Force and the propensity of the DC speedsters to travel through time, it's easy to see Speed Force getting a spot in the Legion set, perhaps with the Rogue's Gallery, though there are only a few villains I can think of that are part of the Gallery that aren't already represented in all the other DC villain teams.
Yeah a lot of the Rogues already have cards, but most of Sec Soc, IG, and VI are bad guys from other teams. Doest mean they cant get their own cards eventually. The Rogues are possibly the mosty organized of all villian teams. Certainly more organized than Revenge Squad or Arkham. They do in fact work together as a team instead of collecting a bunch of a good guy's bad guys and sticking them on a team together.
(a) Re: Titans and JLA'ers left out of the set ... considering they would be getting the same team affiliations this time around, they weren't necessary. This also applies to Beetle and Ted, etc.
(b) They do have the new Beetle, by the way
(c) Knockout will be legacy for the Secret Six ... as will whoever else joins their group when the series starts
(d) Anti-Matter ... considering they have not been INVOLVED with Infinite Crisis ... they had to give them a legacy card ANYWAY. And the Earth 2 theme ties into the rest of the set.
(e) Secret Society ... while I would have prefered they went with the Society of Crisis of Consience [which would have connected them more to countdown] they are pretty much going to have to 'not' get legacy content connected to IC because Villains United IS ths Secret Society in IC.
(f) Alex Luthor Vs. Superboy. Let's see: Superboy punched reality, killed some titans, moved some planets, got stuck in the speed force, came out and fought some people.
Alex organized the Secret Society from Villains United.
He organized the creation of multiple earths and was smashing them into each other.
He was manipulation both the Earth-2 Supes and the Earth Prime Superboy.
He gave Brother Eye sentinence and thus took control of the OMACs.
He used Psycho Pirate to manipulate many people into acting the way he wanted them too.
Alex Luthor is the 'mastermind' of Infinite Crisis ... Superboy is just a VERY powerful errand boy ;)
(g) Calculator? Umm ... he was one of the key characters from not only Villains United ... but also in Identity Crisis. He's the male counterpart to Oracle. He deserves at least 2 slots, but considering he'll never appear anywhere else [unlike Deathstroke, or Talia, or Black Adam] giving him three is cool].

Arkham characters - (a) Jason Todd is NOT an Arkham Inmate and (b) Arkham characters in general were not directly associated with Infinite Crisis ... and if they were, it was as a part of Villains United and/or Secret Six. Double check the Villains United Special ... most of the inmates would be liabilities for the Villains ;)
Yeah, a single storyline deserves much more than 220 cards.
You can cram the entirety of the X-men's, Superman's, Batman's, and the Avengers hundreds of thousands of adventures into a 220 card set (and Supes into less than that), but a single story lines needs at least a 500 card set.

Wait, so, why isn't there a Royal Flush Gang in this one?
And why isn't Joker invited to the Villains United?
Ok maybe I wasn't thinking about this completely, when I posted this being angered that Wally wasn't made and that I just got home from being out, but still there are some errors in this set, that's all and the thing about Richard and Rick was about Hourman not Nightwing.
I also understand I might me asking a little much for this set to be bigger and that it doesn't need to go about the comics, but this set was based on a storyline not a team or a person, so it should have been about the comics and went with it not adding stuff that isn't even there and forgetting stuff that is, I mean the Secret Society as a bigger roster of people from the last set then the Villains United have in this set and I don't think the Shadowpact really needed 2 versions of the main 6 and Zatanna.
The other things like Zoom and Rick Tyler are small things but still they should've done it correct.
The problem with the IC storyline (from a comic standpoint, not a card game one) is that it spans EVERYTHING in the DCU, meaning every single comic, so you can't get the full story just by reading IC #1-7.
I can see the grief with Wally, in all honesty. When he didn't pop up in JLA they tried to pacify us by saying that he was going to play a big rol ein the next set....which apparently translates to, "Box art only".
That's the biggest grief. There are a few other omissions that I feel are a bit glaring considering their importance in events - Chemo, Wonder Woman (c'mon, one of the biggest bits of the story is her snapping Max's neck leading to Brother-Eye going nutso), and Psycho-Pirate (one of the lynchpin connections between CoIE and IC, plus one of the main manipulators) - but they're moderately forgivable. Not putting in Wally after all the spin they tried with the JLA-omission? That's a bit harder to swallow.

if you want to get us excited about a Speed Force team down the line with a "teaser drop" give us a Wally West speedster who is actually worth something.
Not a 3rd Bart who isnt that great. The next DC set is going to have Titans in it anyway. I dont understand why they didnt give us Wally now and saved a new Bart for the new Titans set.
I DEFINITELY feel that there should have been a Wally West card. I can let a lot of this stuff go, but the fact that THE FLASH--the CURRENT Flash for the past 20 years--was skipped over in both the JLA set AND the IC set is not something I can shrug off. It simply doesn't make sense, when UDE is printing multiple versions of lesser-known characters.
Another problem, though admittedly not as big, is that Conner Kent didn't get a new card. His death is a huge part of the storyline (thus far) and I think he could have at least gotten a new card.

i agree leaving Conner out is a pretty big oversight. We will get another in the next set, but still, i agree, its a "storyline set" and he played a very big part. Both him and Nightwing.
At least they both already have cards though. Conner could use a better drop though thats dual affiliated Supes/Titans.
