For Arkham I just want a Joker that's really playable. The old 4-drop one was alright but I think the Joker needs a little something more. Also I'd like to see a good version of the Riddler.
For GK, I want plots/locations that give me benefits for having lots of cards in my hand. GK has some really good card draw so I'd like to see cards that reward them for doing that. Also, I'd like to see a good Tim Drake and the Question.
And the Joker needs a mechanic that shows his insanity!
The Arkham Inmates in general need a unified mechanic that's "crazy".
I really like the Two-Face (2)'s ability as an idea of what that mechanic CAN be, but he's significantly underpowered. I like the idea of coinflip strategies with the Arkham Inmates to represent the fact that they should be slightly random and nuts, but a coinflip strategy shouldn't be a potential hindrance or else nobody will ever play it.

If Batman is visible your opponents may not use payment powers or plot twist effects while in combat for the first time this turn.
Coin flipping? That is AWESOME!! I really think they need a random theme, like coinflips, though your examples seem a bit overpowered, especially Croc. I was also thinking about abusing the deck order of you and your opponent. Maybe something like this.

Clayface can be whichever one you think deserves an 8 drop.

Remove The Joker from the game: Call a number between 1 and 10. Reveal X cards from the top of your deck where X is the number you called. If you revealed no plot twists this way, put all revealed Arkham Inmates character cards into your hand and place all other revealed cards back on top of your deck in any order. Otherwise, put all revealed cards on the bottom of your deck. Play this ability only if The Joker is in your hand.

Whenever The Joker stuns a character, reveal the top card of your deck. If that card is equal to that stunned characters cost, KO that character. If the stunned character was exhausted, draw 2 cards.
Just some ideas to knock around. The Inmates also need better locations to supplement Ivy (2) and the new Penguin. A new Asylum at the very least. Hopefully even Grundy's Sewer Home and Harvey Dent's Office. Oh, and of course, an AI affiliated Solomon Grundy. And a crazy AI Batman!!

I'd really love to see what they do to Team Superman now though. Maybe a Doom-like or Galactus-like thing, where everything becomes better with Superman on the board.
Yeah, I was really hoping that Question would show up as the GK legacy content for Infinite Crisis since he's been in 52. I'm also all in favor of having the Joker as a "crazy" good card.
Tim Drake? The 2 drop has potential, but yeah, he can do better. However I believe the three drop can serve as a great combat pump whenever its needed and it makes him a great card. I can't see us getting a much better Tim without going over to the Titans or somethin'.

I'm just looking for him to have some type of Negation effect. He's the most detective-esque of the Robins, what with finding out Batman's identity and all.
Give Dick Grayson the combat pumping and team-attack stuff, let Jason Todd sacrifice himself for effects. Just staple a Utility Belt to Tim and call it good. ;)

The sidekicks (Gotham Knights):
- Tim Drake: We need a better Timmy pure and simple. Especially now that we're a year past Infinite Crisis his abilities have gotten better since him, Bruce, and Dick went abroad.
- Spoiler: The 2-drop with Evasion is the best we're gonna get there.
- Jason Todd: I think his existing 3-drop is actually pretty good for Gotham and the ability has good flavor too. However, I wouldn't mind seeing a Red Hood that has a good ability
- Dick Grayson: We will definitely get more of him as he is also the Outsider's leader.

In The Dark Knight Returns there was a female Robin. I think her name was Carrie. Not completely sure about that, though. It's an Elseworld, so it's probably not going to see pring as a card anytime soon.
During No Man's Land, if I remember right, Cassandra Cain served as a sort of semi-Robin while the Huntress was Bat-Girl.
I would like to see a Spoiler<>Robin with attack prevention/redirection, a Tim Drake that was basically a Leech clone and a Jason Todd<>Red Hood that has a Swan Dive type ability. I think that would go a long way toward rounding out the Robins.
