Hellfire doesn't actually lose too much by going without rares. Unfortunately, they lose the big 7 drop in Sebastian. But their 2-6 doesn't change, they still have a tutor, Shaw Industries and Army of One. Mutant Massacre keeps annoying characters away, and Meltdown helps against Fated decks. With Sage cycling they have the chance to be one of the most consistent decks around. If they can survive the early damage from Squadron, they have a chance to finish it because Squadron tends to run out of steam against the likes of Shinobi and Donald.
Also, what about AGL? That deck doesn't really lose anything critical, either. While Mikado and Mosha are available, the chances of them getting teched in a deck are low without Enemy of My Enemy.
we just had a Random Punks-esque tournament in the Atlanta Comic Expo. either 7 or 9 showed for it.
Top decks were TNB and Faces. The TNB lost due the several bad plays in the final turns.
But overall it looks like establish decks and archtypes will remain in the random punks format. THis will allow returning players to grab hold of something (netdeck) and play, while also openning up avenues for creative deck design.
either way, i hope we see an increase in the number of player in the future.
Wouldn't 3 kings be playable? Instead of Sebastian @ 7, you could run Sasha Bordeaux. Press the Attack could replace Fate has Spoken. You would run Brother I Satellite and Join the Club as your tutors. Just a thought, mind you.

Only very slightly less effective than the version with rares in it.
Tim Batow built a very similar deck for us to play at PC:Sydney, and it was a phenomenal deck. The only rares in the deck were Enemy and Stargate.
While Stargate definitely needs to be replaced (probably just by a full set of Penal Colony) you actually gain a card in the transition to Golden: Cover Fire. As it turns out, The Infamous Seven wsa by far the best card in the Silver deck, and Cover Fire is twice as good.
I will go out on a limb and say that this deck is likely format warping, as there are essentially 8 autobricks and it avoids natural hate for the format in the form of Mikado and various equip hate. You really don't have to worry about Ahmed getting KOd, which is a huge plus. Because Vicarious Living sucks, I would strongly suggest some amount of Connie Webb, simply to ensure Ahmed.
Edit: Morlocks seem terrible. If all the good budget aggro decks remain intact, then evading your characters wont help much. Last stand alone isn't good enough for a team that is only good in 30 card decks, especially when you can't search for it - and i doubt 4 bloodhound will be enough to support a very specific curve.
I am really digging this transition. There are often slack points of dead air, but when a pro like that (or someone with the same mindset) pops back up it is pretty amazing to compare.
Adam speaks the truth, obv, but we ARE talking about Random Punks. Which means, obv, that any ultra-analytical analysis will be skewed by the specific local environment that the punk will be facing. Format warping is a very relative term when you are only going to be playing against your relatives!
Is it an oxymoron? Professional metagaming for Hobby League?
