The Most powerful use for this card in my opinon are the cards which turn +1+1 counters into alternate functions, such as.... Bevatron and Captain Boomerang.
Don't forget, all of the Injustice Gang combo tricks with counters go Golden Age only once DCL is released. So from a Silver perspective, here's the combo . . .
Turn 6, play a Beast Boy<>Party Animal (or better, sub him for your non-5-drop), transfer 6 counters to your turn 5 guy. Play another Beast Boy, do it again. Your 5-drop is +12/+12, and hopefully the DP guys have some funky abilities based on counters. And if you can figure out a way to include other teams, then cards like Apoc, AOA (5) and Shinobi Shaw become game winners!
I'm going to be trying to abuse Atom Smasher, but you guys can do whatever you want . . . .

Not only is this awesome, but thematic since Beast Boy was on the Doom Patrol.
And if Beastboy is then also given versions on the Doom Patrol, which is likely, and potentially given Legend Status?
