Miguel is great for the Exiles, if I'm doing the math right. On 1, you can shift out 4-drop Illyana. Turn 2, pay 2 resources to her. Turn 3, play Miguel, Shift him out with his ability to exhaust their 3.
Turn 4, shift out a 2-drop in your hand with 1 resource point. Play Blink. All the sudden, you can pop in the 2-drop, Miguel, and Illyana - and because of Illyana's ability, you'll have a 2, two 3's, and a 4 who will all auto-recover at the end of the turn.

As long as Illyana is NOT STUNNED before the start of recovery phase trigger, then yes.
I just threw up in my mouth. That's nearly Press-like in it's craziness. I must build Shiftabuse . . . . .
After reading this one more time, I'm feeling pretty confident that R&D created a plot twist or location that removes Shift counters so this sort of abuse can be controlled by an opponent . . . . Right Ben? Billy? Anyone?
Well, you did have to have no characters on 1 or 2, and get rid of your 3-drop on turn 3, as you effectively don't start the game until 4, and at that part, you are only "ahead" by one 3-drop.
And, your 4-drop is concealed, needs to avoid getting stunned, and nothing protects your opponent from (MK)KO'ing your stunned characters before having a chance to auto-recover.
And turn 5 ... you are back at square one, outside of possibly re-shifting the Spider-man [in which case he never got stunned in the first place].
Ways of removing shift counters would be horrible. Even the recruit negation card doesn't break up press chains. And, stuff that negates payment powers ... can also negate shift's payment powers. That's dangerous enough for people playing shift to have to worry about. In your example, someone disrupting that shifting trick would mean you'd be, at least, out an on turn drop.
Wow, Mimic is pretty insane! Giving him ALL of your opponent's character abilities is crazy insane! Though, it does depend on what your opponent is playing. But then it even allows you to use the team-stamped stuff with him too, as if it were Exiles. I foresee a lot of crazy stuff with Mimic. Like it very much.
Miguel isn't too bad either. Exhausting someone with equal cost is pretty handing, and I'm pretty sure Exiles will have ways to make use of him shifting himself out like that. Helps give a sense of how Shift will be used to manipulate characters and their powers. Pretty cool.
