They both trigger when the character takes damage from an attack. Since the active player chooses the order for resolving simultaneous effects, the attacking player can do it in either order.

Speaking of Mystics, we're having a non tournament game, 600 points Mystics only. This all started as a fun one on one with my Dormammu vs Shadowpact, but now it's a battle royale with 6 players. I don't think running Dormammu at his full 600 points is a good idea for that. Chase Loki would be ideal for the format, but alas I do not have him. Any other suggestions?

I'm fond of the idea of forcing Dr. Strange and Dormammu to work together.
